Cliff Parmer's letter is in this blog.

Architectural sketches completed 1989-1990, at Pratt Institute, for my graduate degree thesis. In October, 1989, I was licensed to practice Architecture in New York State.

All of these sketches are hand drawn in pencil, on white vellum paper, 1989-1990.  My New York city residence, in the borough of Brooklyn, started in January, 1988, and, ended in January, 1991.

My license registration in Architecture, in New York State, dated October 1989.
Given the opportunities,  I passed the exam without any trouble in populated New York State.
There was a reason to have a license.
